Fixing a turnaround time for every case registered would be the way forward. Cases have to be solved within a specific time frame and there would be weekly, monthly, quarterly, biennial and annual reviews to see how the department fared.
Every police officer would be responsible for his/her cases. Appraisals would be based on performance and there would be suitable repercussions for not being able to resolve cases or doing everything possible to solve the case in the given time frame.
Computerization of the Department Systems, processes and technology would be modernized in consultation with a task force formed for the purpose of making the department more accountable, transparent and efficient. Databases would be modernized and access to information would be made easier and faster.
A technology audit would be performed by one of the eminent organizations that would be selected through a rigorous process of tendering.
