The concept of rural development continues to attract input fromvarious areas. It is linked to the challenges and barriers that hadbeen set in place by the external top-down control. Most importantly,the concept of rural development is based on the tenets andinitiatives that were undertaken in the 1990s. The secondanti-poverty program was meant to identify the factors affecting thedeprived locations and develop alternative ways through which areassuffering from rural deprivation would be uplifted. In this regard,the provision of transport facilities would go a long way inimproving the economic situations of the locations (Great Britain,1909).
